The commentary was prepared by UN specialized working group and standardizes judicial conduct of judges. The issue was translated into Azeri within the project, and 1000 pcs. books were distributed among judges and law society freely.

The book is compiled from FAQs collection on different legal situations. Since 2009 heading under the name "Baku Law Centre replies to questions of readers" has been published in "Azərbaycan" and "Zerkalo" newspapers. These FAQs were collected and issued in this book, which was published in 1400 pcs. and were distributed among low-income people and students freely. Presentation of the book was held with participation of mass media.
